If you haven’t heard, we’re in the middle of election season.
Where is Congress?
· They were out in August for a month long recess;
· Came back into town after Labor Day for a few weeks;
· Recessed again until after the elections and may not return until after Thanksgiving.
· They’ll go back home for the holidays and reconvene after Jan 2013
We are currently in the 2nd Session of the 112th Congress. At the end of a Congressional session (112th), all pending legislation dies and it must be reintroduced the following year, 2013, with the 113th Congress. This often means the hearings and committee review processes begin again. Because of this, the Autumn season of a 2nd session is typically the busiest time for Congress as lawmakers want to push through as much legislation from the previous 2 years as possible.
What will happen in the next 2 months? This depends on what happens on Nov. 6th. A Lame Duck session could be extremely productive as we’ve seen in years past, where Congress passes 2 years worth of pending legislation in a few weeks time.
The first priority for Congress is to decide on the Bush tax cuts which expire on Dec. 31. The other will determine defense spending.
For the purposes of trade, we’re watching what Congress decides on import duties that have been suspended since 2009, and if not passed, duties will be reinstated for hundreds of products beginning in 2013. Our position is Congress needs to make these duty suspensions permanent.
